Committees and Regional Meetings

The California Association of Physician Groups has a variety of committees and regional meetings to address the specific needs of our member groups. In addition to numerous ad hoc meetings, the following are regularly scheduled meetings which take place throughout the state:

Contracts Committee
Northern California Chair: Guy Guarige, Alta Bates Medical Group
Southern California Chair: Steven Linesch, Managed Care Systems
Staff Coordinator: Rick Swanson

The mission of the CAPG Contracts Committee is to provide education and information about managed care contracts to members through contract analysis, recommending and developing educational programs to improve contracting skills, and to provide a forum for information sharing within the law. The committee will also coordinate with other committees to suggest policy review as needed and will consult with health plans about contract innovation as requested by those plans. It is not the mission of the committee to act as an attorney rendering legal advice to CAPG members.

Disparities, Culture, and Language Committee
Chair: Robert Beltran, MD, Monarch Healthcare
Staff Coordinator: Wells Shoemaker, MD

CAPG’s Disparities, Culture, and Language Committee seeks to use our groups’ key strength—coordinated approaches to population care—to overcome the clinical, economic, and community consequences of health disparities.   The committee will stimulate expanded education of healthcare professionals in cultural responsiveness, engagement of practitioners with special knowledge, development of expanded community networks, and collaboration with government, academic, and professional organizations with similar interests.

Executive Committee
Chair: Jay Cohen, MD, Monarch Healthcare
Staff Coordinator: Donald Crane

The Executive Committee oversees the administrative issues of the Association and reports to the Board on membership recruitment and admissions, budget and audit, the annual work plan, and helps the chair and staff develop the Association infrastructure. Between meetings of the Governing Board, the Executive Committee shall have and exercise the authority of the Board in the management of the Association.

The CAPG Governing Board is the guiding body of Associate activities.  The Board approves members, budget and financials, and review/approves the major activities/focus of the Association.

Human Resources Committee
Chair: Dean Varga, Cedars-Sinai Medical Network
Staff Coordinator: Lura Hawkins

The HR Committee provides a forum for human resource issues affecting physician groups. The committee also strives to assist member physician organizations in gaining a better understanding of market trends to provide a reference in the administration of compensation and benefit programs.

Information Technology Committee
Northern California Chair: Tom MacMillian, Brown & Toland Medical Group
Southern California Chair: Wayne Sass, Greater Newport Physicians
Staff Coordinator: Rick Swanson

The Information Technology committee provides an opportunity for CAPG members to share best practices and discuss mutual challenges in the world of medical technology. New hardware, product selection, implementation, training and staffing are just some of the topical issues. The main purpose of the committee is to share experiences, facilitate discussion, and educate each other on systems, software and solutions, that we each may not be familiar with, for the betterment of the patients we serve.

State Government Programs Committee
(Formerly Medi-Cal Managed Care)
Chair:
Helene Beilman-Werner, Arcadian Management Services
Staff Coordinator: Lura Hawkins and Rick Swanson

The CAPG Medi-Cal Managed Care Committee is composed of member delegated risk-bearing organization representatives who primarily contract and care for more then 750,000 Medi-Cal managed care enrollees statewide. The Committee serves as a forum to share information, support CAPG advocacy and identify opportunities to work together to increase access, quality and promotion of cost effective health care.

Medical Policy Committee
Northern California Chair: Michael Van Duren, MD, Hill Physicians
Southern California Chair: Mark Schafer, MD, Bristol Park
Staff Coordinator: Wells Shoemaker, MD

The Medical Policy Commitee reviews and advises the Board regarding clinical care management practices, emphasizing those with:
    a. Clinical Controversies invloving emerging technology, new procedures, or new scientific
        information.
    b. Discrepancies and inconsistencies among Plans and between groups.
    c. Regulatory accountability and consequences.
    d. Current public interest
In addition, the Commitee oversees CAPG's Standards of Excellence Program and clinical collaborative initiatives with industry partners.

Pay-for-Performance Committee
Northern California Chair: Steve McDermott, Hill Physicians Medical Group and
Southern California Chair: Donald Rebhun, MD, HealthCare Partners
Staff Coordinator: Wells Shoemaker, MD

The CAPG P4P Committee represents physician groups in California for all aspects of the Pay-For-Performance Program. This is accomplished by monitoring, advocating and responding to current and proposed measures, influencing program standardization from each of the health plan participants, and providing tools/best practices to the membership that will drive their respective programs towards higher quality health care delivery.  CAPG supports the IHA P4P model and advocates a levelo of funding that appropriately rewards groups for meeting and exceeding the IHA program metrics.

Pharmaceutical Care Committee
Co-Chair: Mark Shinmoto, Healthcare Partners and Dean Inami, Sutter Heatlh
Staff Coordinator: Lura Hawkins

The CAPG Pharmaceutical Care Committee is composed of pharmacists and physicians responsible for the varying aspects of pharmacy management within their respective physician organization. The purpose of the committee is to inform, educate and share best practices around pharmacy and pharmacy benefit management with CAPG members.

Public Policy Committee
Chair: Elizabeth A. Haughton, NAMM California

The Public Policy Committee guides the legislative activities of the Association.  The committee provides feedback/direction on new legislation, regulations and other activities that impact CAPG members statewide.

Public Relations / Marketing Committee
Chair: Richard Angeloni, Brown & Toland Medical Group
Staff Coordinator: Rick Swanson

The CAPG Public Relations/Marketing Committee goal is to share best practices in public relations -- with a focus on media relations -- in an effort to build awareness of the CAPG membership's medical group and IPA organizations, as well as to promote a consistent and positive message of managed care in California.

Inland Empire Regional Committee

The CAPG Inland Empire regional committee is comprised of Administrators, CEO's, Medical Directors and other senior leaders of CAPG member physician organizations located in the Inland Empire.  The Committee serves as a forum to share information, support CAPG advocacy and identify opportunities to work together to increase access, quality and promotion of cost effective health care. Unique challenges faced in the Inland Empire are also discussed and addressed.
